BIOGRAPHY
Assistant Attorney General
Niquelle Allen

 

Ms. Allen is currently serving as an Assistant Attorney General with the District of Columbia Office Cable Television (OCT). Her practice areas include cable television law and regulation, telecommunications, employment, and procurement. Ms. Allen serves as the Ethics Counselor for the OCT. She is responsible for cable television franchise agreement review, negotiation, litigation, and dispute resolution concerning local cable television carriers in the District. Ms. Allen also drafts and negotiates media production contracts. Her position also involves drafting and reviewing personnel policies and regulations, and general policy-making duties.

Ms. Allen has worked in the District of Columbia Government since September 2002. She formerly served as a Trial Attorney with the Office of the Attorney General’s Civil Litigation Division.  Ms. Allen successfully represented the District of Columbia and its agencies and employees in civil jury trials in District of Columbia and federal courts. Ms. Allen also served as Assistant General Counsel for the Alcoholic Beverage Control Board (ABRA). In that position she advised the Alcoholic Beverage Control (ABC) Board and the Executive Director regarding the enforcement and administration of D.C. alcohol beverage laws and regulations. Ms. Allen also served as a Member of the Mayor’s Interagency Task Force on Substance Abuse, Treatment, & Control (2003) on behalf of ABRA.  Prior to her government service, Ms. Allen practiced law at a District of Columbia private-sector law firm.

Ms. Allen received a Bachelor of Arts from the University of North Carolina at Chapel Hill and her Juris Doctor degree from North Carolina Central University. She is licensed to practice law in North Carolina and the District of Columbia and resides in Ward 4.
